About the Owner

David C. Garcia
Owner, Garcia Off-Duty Services, LLC

Garcia Off-Duty Services was founded by David C. Garcia, a current Houston Police Department Detective with extensive experience in school safety, investigations, emergency preparedness, and community partnerships.

Through years of working alongside schools, churches, and educational organizations throughout the Greater Houston area, David recognized the need for professional security solutions that extend beyond simply placing an officer on campus. His mission is to help organizations create safer environments through reliable staffing, proactive planning, and trusted partnerships.

David C. Garcia is a current Houston Police Department Detective with more than six years of law enforcement service. Throughout his career, he has received numerous commendations and awards for his service, leadership, and commitment to public safety, including the Houston Police Department's Rookie of the Year 2021, HPD's Officer of the Year 2024, the Paul S. Weido Life-Saving Award, the Hostile Engagement Award, and Detective of the Quarter.

In addition to his investigative responsibilities, David has served as a Field Training Officer responsible for mentoring and developing newly assigned officers and is now continuing that responsibility by training new Detectives within his Unit. He holds a Bachelor of Science in Criminal Justice from Texas A&M University–Commerce and is currently pursuing his Master's Degree in Criminal Justice.

As a husband, father of four children attending private schools, and active member of the local community, David understands the importance of creating safe environments where students, educators, families, parishioners, and visitors can thrive. Garcia Off-Duty Services is a Houston-owned and locally operated company built upon the values of service, professionalism, accountability, and trust.

Garcia Off-Duty Services provides schools and churches with a single point of contact for officer scheduling, communication, emergency coverage, special events, traffic operations, and ongoing security coordination.

Rather than coordinating directly with multiple officers, administrators work with one trusted partner who oversees staffing, scheduling, accountability, and communication. This allows school and church leadership to focus on their mission while maintaining confidence that security operations are being professionally managed.

Professional Scheduling & Accountability

Garcia Off-Duty Services utilizes the Homebase platform to manage officer scheduling, communication, and attendance tracking. This helps ensure reliable coverage, efficient coordination, and accountability for officers assigned to each campus or event.

Church Security Experience
Garcia Off-Duty Services understands the unique security challenges facing churches and faith-based organizations. Our goal is to help create a welcoming environment while maintaining a visible and professional security presence to protect parishioners, clergy, staff, volunteers, and visitors.

We coordinate certified Texas Peace Officers with experience in church security operations, special events, weekend services, and emergency response planning. Our approach emphasizes prevention, preparedness, and partnership with church leadership to ensure safety measures are implemented in a respectful manner that supports the mission of the church while enhancing overall security.
